Summary of IET & EC UK-SPEC Rules

The following is a summary of the IET Membership Categories and how the Engineering Council’s latest UK-SPEC regulations affect applications for their Chartered Engineer (CEng), Incorporated Engineer (IEng) or Engineering Technician (EngTech) qualifications.

IET Membership Categories are:
  • Student –Any student studying Electrical, Electronic, Software or Manufacturing Engineering can join.
  • Affiliate –Open to anyone (or companies) who would value and benefit from membership of the IET. They will receive all the benefits of membership except voting powers. There are no minimum educational or workplace requirements.
  • Member. – The main category of membership is open to all working at graduate level and can demonstrate by education and experience that they are professionally engaged in engineering or IT or one of the other many associated fields we encompass. (Application Form NM.)
  • Fellow – Will be working at graduate level & have demonstrated significant responsibility, normally over a period of at least 5 years.

Progression to Chartered Engineer (CEng), Incorporated Engineer (IEng) & Engineering Technician (EngTech)

On the 1st March 2004 the Engineering Council’s new UK-SPEC (UK Standard for Professional Engineering Competence) regulations came into effect and superseded SARTOR 3.

Under the new regulations the IET is licensed to award the Engineering Council’s three professional qualifications to its members i.e. Chartered Engineer (CEng), Incorporated Engineer (IEng) & Engineering Technician (EngTech).

  • Chartered Engineer (CEng) - is a highly sought after professional qualification for senior engineers across many disciplines and is globally recognised as a mark of excellence.
  • Incorporated Engineer (IEng) – is the hallmark of engineering professionals who manage engineering functions, applying a high level of skill & experience to ensure the effective implementation of new technology and practice.
  • Engineering Technician (EngTech). – provides a qualification for those working in operational engineering roles and provides recognition for the proven technical and supervisory skills.

Professional Registration

There are 3 main elements to gaining each of the qualifications.

Academic Attainment –

  • For CEng - normally an IET accredited MEng degree or accredited BEng (Hons) degree + Further Learning or an accredited BEng Hons degree, started before 1 September 1999.
  • For IEng – normally an accredited BEng degree or Higher National Diploma or equivalent.
  • EngTech – National Certificate or National Diploma or equivalent.

Professional Development – The candidate is expected to undertake a period of professional development during which they will work towards gaining professional competence. This is unlikely to be, less than 3 years for EngTech or, for IEng or CEng, less than 4 years when highly structured (such as on an Accredited Professional Development Scheme), and will normally take up to 6 or 7 years. Candidates will be expected to develop professional competence in 5 main categories.

Professional Review – covers the whole process, undertaken by the IET, of examining a candidate’s application for registration and will include a Professional Review Interview.

Application Procedure

Candidates should register their intention to start their period of Initial Professional Development using Form RPD on commencing their work experience or training. At that stage if possible, they should appoint their Sponsor, Assessor and Mentor.

A Portfolio of Evidence containing a verified record of learning and competence gained must be kept and a development action plan produced to cover the period immediately ahead. It is recommended that the verified record of competences should be kept in a company approved log book or the IET Professional Development Record (PDR). Further information on this can be found at www.PD-How2.org.

Once the candidate feels that they have reached a satisfactory standard, and they are ready to go forward for professional review, they should write a Qualifying Report (QRPD). The QRPD must be verified by the candidates Sponsor before submission to the IET. More information on how to write a QRPD can be found in the IET Guide to Registration. If a candidate has not assembled a portfolio of evidence or professional development record they may find it takes more time to complete part 2 of the application form.

The candidates application is then submitted using Form M(CEPD) Part 1 & Part 2 , together with all supporting documents and the application fee to the IET.
